bad link for votable 1.3 in ivoa xsd repository

Hi

validating services we found that http://www.ivoa.net/xml/VOTable/v1.3 
is pointing to the old version of 1.3 XSD

VOTable 1.3 eratum 2: (F0 as PrecType) is not allowed on this version. 
Is there a good reason to keep it this way ?
