Proposed errata for VOTable 1.3

Dear Apps members,

There are two proposed errata for VOTable 1.3 (see below). Both have 
already discussed, amended, etc. If you still have something to say on 
them, please do it. The TCG will probably recommend them during the last 
interop meeting.
