VOTable parser in JS.

Dear apps developers,

As announced during the Banff third apps session, we are developing a 
votables.js parser for both verbose and binary VOTables.
If you are interested by this parser you can contact us to plan some 
tests with you and maybe to take into account special needs we had not 
in our use cases.
