TOPCAT/STILTS/STIL release

Hi,

there are new minor releases of TOPCAT/STILTS/STIL:

   TOPCAT v4.2-1
   STILTS v3.0-1
   STIL v3.0-8

New things:

  - These releases will read GBIN files.  If that doesn't mean anything
    to you, you can ignore it.

  - New STILTS command tapskymatch, does fast/easy upload matches like
    cdsskymatch but against a TAP service.  So far I've only managed to
    get this working against the GAVO TAP service; if other TAP service
    operators are interested in diagnosing problems, get in touch.

  - You can now view up to 2 billion rows in TOPCAT's table browser!
    (the previous limit was 134 million).  I can't think why you'd
    want to, mind.

  - Various taplint fixes/adjustments.

  - Miscellaneous other small fixes.

In other news: I've recently heard that my latest grant application to
STFC (UK's astro funding council) has been funded, so TOPCAT development
and support is secure until March 2018.  Great!  Big thanks to STFC,
and to those in the community that make it known TOPCAT is worth funding.
