MOC Proposed Recommendation announcement

Dear IVOA app group,

Following the decision of the last interop meeting (Hawaii), we are 
pleased to announce that the MOC document has been promoted to Proposed 
Recommendation.

For those who have already read the MOC document, there is no 
modification between the last MOC working draft and this PR document 
(except the title number and the status).
