SPLAT-VO release with SAMP

Dear applications enthusiasts,

Version 3.9-0 of SPLAT-VO has just been released.

SPLAT is an interactive spectral analysis tool, which has long
had SSA, VOTable and PLASTIC capabilities, alongside much 
non-VO-specific functionality.

This release adds SAMP compatibility.  The following application MTypes
are supported:

   spectrum.load.ssa-generic: send and receive spectra
   table.load.{votable,fits}: send SSA query results
