Charter for the VO Applications Interest Group

My preference is an interest group that is free of religious dogmas (boundary 
conditions) stemming from its own ambition to turn all kinds of aspects into a 
VO standard. WGs need to focus whereas this IG can capture experience which 
won't be lost since we all are also involved in one or more WGs.
