SAMP 1.3 PR

Hi all,

since no issues have been raised with the 2011-07-28 SAMP 1.3 WD,
I've now submitted it as a Proposed Recommendation (2011-09-05),
available from the IVOA Docs page.  Following the statutory 
two-week period, I will announce the start of the RFC stage
shortly, with the intention that it can conclude following
the Pune Interop.
